The PACT Act targets the extreme animal cruelty that is the basis of the appalling creation of "crush videos" where animals are slowly killed on film, typically by being crushed to death, for the sexual pleasure of the viewer. Since it’s often almost impossible to tell where the cruelty occurred from just photos and video clips, it is currently extremely difficult to fully punish those responsible for these truly diabolical acts. We desperately need federal intervention so there can be no escape from prosecution - don’t let animal torturers escape punishment!
It is already a federal crime to record and distribute crush videos, but the Preventing Animal Cruelty and Torture (PACT) Act H.R. 724/S. 479 is a set of twin bills introduced in both sides of the legislature at once that would make the animal cruelty itself a federal crime. Also, it’s not just victims of animal crush videos who will benefit from this important law.
All victims of malicious animal cruelty committed on federal property or in interstate commerce or in indeterminate locations would have the opportunity to have justice served on their behalf. The PACT Act would make it a federal crime punishable by up to 7 years in prison to crush, burn, drown, suffocate, impale, or otherwise subject animals to serious bodily injury.
A puppy mill operator, for example, who drowns puppies he deems unsuitable for sale, could be charged under the PACT Act, regardless of whether or not he filmed their cruel deaths.
